about

Twenty-five years of progressive technology leadership, and a doctoral dissertation on applying AI to enterprise software delivery.

At Oracle, Dr. Chandra directs AI-enabled engineering for high-profile healthcare, life sciences, and federal health agency clients, including the FDA, CDC, NIH, and HHS, with global delivery spanning seven countries.

His record runs from strategy and model deployment through MLOps, governance, and executive reporting in regulated healthcare environments. He personally led the launch of an enterprise AI Center of Excellence and an innovation center, established DentaQuest's first enterprise AI initiative, and generated over $4 million in savings from an AI/automation-enabled operational efficiency platform. Across his career he has managed more than $25 million in budgets. His applied-AI roots go back to IBM, where self-managing applications he built raised infrastructure uptime from 60% to 99%.

In parallel he has led in education for over a decade: Chief AI Officer, EVP and CIO, and IT Department Chair at Apollos University, where he created AI/IT degree and certificate programs, and Technology Chair of the National Center for Competency-Based Learning.
